Governor Announces Expansion of Puerto Rican Company Chemical Solutions in Yabucoa
Wednesday, August 19, 2026 – Yabucoa, Puerto Rico – Governor Jenniffer González-Colón, alongside Department of Economic Development and Commerce (DDEC) Secretary Carlos Ríos Pierluisi, Esq.; Puerto Rico Industrial Development Company (PRIDCO) Executive Director Roberto Lefranc Fortuño; Puerto Rico Economic Development Bank (BDE) President Josué Rivera; and Chemical Solutions, LLC President José Mercado Sustache, announced the expansion of the Puerto Rican company’s operations in Yabucoa following an investment of approximately $6.5 million. The expansion is expected to create 90 jobs and increase the company’s production capacity for highly specialized lubricants.
“Every investment that takes place across different regions of Puerto Rico represents new opportunities for our people. The expansion of Chemical Solutions demonstrates the ability and drive of our local companies to continue growing, expanding their operations, and exporting to other markets. Our commitment is to continue supporting them fully so they can keep innovating, remain competitive, and create job opportunities,” said Governor González-Colón.
González-Colón noted that the company’s expansion will strengthen its export capacity into markets throughout the United States, the Caribbean, Mexico, Central America, and South America. Founded in 2011, Chemical Solutions specializes in the manufacturing of high-performance lubricants for the industrial, automotive, marine, and commercial sectors.

According to Ríos Pierluisi, DDEC awarded Chemical Solutions $2.69 million in incentives to modernize infrastructure, acquire machinery and equipment, and support job creation, as part of the government’s support for the company’s private investment.
The expansion of Chemical Solutions is taking place at Puerto Rico Industrial Development Company (PRIDCO) facilities in Yabucoa. The company operates in an approximately 22,355-square-foot industrial facility, benefiting from industrial infrastructure available to support the growth of Puerto Rican manufacturing companies.
Chemical Solutions has a contractual agreement with PRIDCO for its Yabucoa operations and has identified expansion plans involving additional facilities within the industrial complex. This infrastructure will allow the company to continue increasing its production capacity and developing operations associated with its new lubricant manufacturing plant.
As part of the support provided to the company, PRIDCO also granted credits related to improvements to the industrial facility, contributing to the preparation of the infrastructure required for its manufacturing operations.

As part of total financing of $4,852,200, the Puerto Rico Economic Development Bank (BDE) contributed $1,049,659 through a joint financing structure with four credit unions. Cooperativa de Ahorro y Crédito Naguabeña, Cooperativa de Ahorro y Crédito de Yauco, and BoniCoop each contributed $1,049,658, while Cooperativa de Ahorro y Crédito de Yabucoa contributed $653,568. The transaction also included the participation of COFECC through the SBA 504 Loan Program, bringing together BDE capital, cooperative-sector resources, and federal financing tools to support the expansion of Chemical Solutions.
“The BDE’s financing, in collaboration with Cooperativa de Ahorro y Crédito Naguabeña and the participating financial institutions, helped leverage the resources needed to put a PRIDCO facility in Yabucoa into productive use and support the expansion of Chemical Solutions. This is a joint effort to provide a Puerto Rican company with the capital it needs to continue growing and expanding its manufacturing capacity on the island,” said Rivera, president of the BDE.

Chemical Solutions, LLC specializes in the research, development, and manufacturing of specialty chemical products. Since its beginnings as a local venture, the company has experienced sustained growth, establishing itself as a Puerto Rican chemical manufacturing company with an expanding presence in international markets.
In 2021, the company made another significant investment of $1.1 million to incorporate a production line for hypochlorous acid using innovative technology to manufacture organic disinfectants against viruses and bacteria. This investment expanded its product offerings for international markets and made Chemical Solutions the seventh plant in the world with the technology and stable formulation required to manufacture this product for Puerto Rico, the rest of the United States, Latin America, and the Caribbean.
